THE DEATH OF MENARD PRISONER WILLIAM L.
BUHRMESTER  B67426





I AM NOT LOOKING FOR MONEY -  I AM
DEMANDING JUSTICE



           I am the father of
William Lee Buhrmester age 36 who    DIED

COMPLETELY UNNECESSARILY in the ....Menard..
..Correctional.. ..Center....
at ....Chester.., ..Illinois....
from lack of

medical treatment. William has had medical problems that began at the Robinson

facility in December 2007.  At the time he weighed 210 pounds.



              
For 4-5 weeks William had complained of lower stomach

cramps, diarrhea, and vomiting.  Being treated at the Correctional
Facility he had lost approximately 60- 70 pounds. He related to me they were
giving him medication to stop the

diarrhea and vomiting, but he continued losing weight.  Instead of having
a skilled medical Dr. look

at him, the nurse and Dr. at the Robinson facility continued treating him,
telling him he would be

alright. It seems to me with continued weight loss and the obvious

symptoms; something else would have and should have been suspected.



            After
several phone calls to the prison infirmary, letters to State Representatives,
Roger E. Walker they finally took him to Carle Clinic in ....Champaign..
..Illinois.... where he

was diagnosed with Ulcerative Colitis. By that time he was completely emaciated
and his weight has dropped to around 124 pounds.



ULCERATIVE COLITIS - EATS HOLES AND
DESTROYS YOUR LOWER INTESTINE....



      After a two week stay at the hospital he was
released to go back to the infirmary in Robinson where he was given daily
medications as directed by the Drs. at the prison. Within just a couple of
months his weight was back to almost normal.  The Robinson facility was
also required by doctors in ....Champaign....
that he was to receive an intravenous drug called Ramicade on a 6-8 week
interval. Ramicade is an expensive drug that cost approximately $8,000.00 per
infusion.  With no insurance when William got out of prison we were given
instructions at Carle Clinic on the procedures we should follow after William
was released from prison in order for him to continue receiving his infusions.
William requested medical release forms from Dr. Saro Gulani at the Robinson
facility.  He was informed by Dr. Gulani that if he was planning on suing
that she could stop his medications, trips to Champaign, and

      could also transfer him to another prison,
slammed his medical file shut and said there is nothing left to say since you
want to talk to a lawyer.



THAT IS EXACTLY WHAT HAPPENED ONE YEAR
LATER....



At that time Assistant Warden Tylka walked up and William told her what has
just taken place and requested that from then on he would like to have a
correctional officer or someone with higher authority than Dr. Gulani be there
when he had to talk to her, to protect himself from the threats and disrespect.



            Things were
going well until January of this year until he was accused of gang activity for
wrestling and scuffling with some of his buddies in their dorm room because of

the daily boredom, and having contraband in his personal belongings, which
consisted of a magazine

he had picked up   IN THE DAY ROOM, IN THE PRISON.  If the
magazine was considered contraband, how did it get PAST the PRISON MAIL CHECK,
which is supposed to be done before mail is ever given to the inmates. I
understand, you can't catch everything that comes into the

prisons by mail or by visitors.  BUT YOU DO NOT PUNISH SOMEONE, for
someone else's mistake.  The “gang activity " according to the prison
officials in Robinson, no incidents were reported by any victims, it was not
captured on video camera because it was explained to me by a Jackie Miller (
prisoner advocate?) That the State of ....Illinois....
can not afford to put video tapes in the cameras that are installed in the
prisons in the State of ....Illinois.....




            William was
transferred to ....Menard.. ..Correctional..
..Center.... around ..the 11th of February 2009... At that time he
weighed around 195 pounds.  At the time of reception to Menards, they were
told, by William, that he had a disease called Ulcerative Colitis, which he
needed daily medications, and every 6-8 weeks he needed to be transferred to a
hospital so he could get the infusion of Ramicade.  At the time of his
transfer to Menards I believe he was past due for the infusion. William was put
into segregation for up to 1 year, no phone calls, one shower per week for 15
minutes, loss of all good time, and one year added to his sentence.  All,
with no actual proof of any kind.



      February
27 - he started passing blood.  I called his Health Services to check
on his health, but got no information because a Hippa paper (privacy of information)
has not been signed for me to get
          medical information. I
requested the form be taken to him immediately, because of previous health
        problems at Robinson.



      March 2
- he saw the infirmary nurse and he weighed 170 pounds and was having cramps.
              
No Hippa paper on record yet.  I put in another request for it to be
delivered to him.



      March 3
- he saw Dr. Adrian Feinerman and weighed 165 pounds and was put on predizone.



      March 9
- Letter written and sent to Menard Correctional Center Warden Donald Gaetz,
faxed to State Representative William B. Black (who is not our State
Representative anymore.) Shane Cultra     (who is our) State
Representative told me in 2008 that it sounded like a legal matter, and he
said           
couldn't help.



      March 10
- Bill hadn't seen a Dr. yet. Bloody stool and severe cramps. Weight 160. Still
no Hippa form on record, and a demand to get it to him.



      March 18
- no Dr. yet and he thinks he has lost close to 10 more pounds.
Miserable, bloody, no vomiting. He can't eat, it hurts too much. Very weak, and
has lost muscle.



      March 19
-  he went to ....Kenneth.. ..Hall..
..Regional.. ..Hospital....
in ....East St. Louis.... and saw Dr.
Leyland Thomas, Gastroenterologist.  He recommended a Ramicade infusion
but it is up to Dr. Feinerman at Menards. They don't have the medicine at ....Kenneth..
..Hall.. ..Hospital....
and it will be 7-10 days before it is delivered. (What happened to overnight
delivery, or going to another Hospital in ....St. Louis....?)
William doesn't think he has lost much more weight, but his skin colors have
changed, his arms, legs, and          
voice are different. William wants me to explain what a Hippa paper is, (so it
hasn't been taken to him yet.)



      March 26
- Constant pain every minute now, weight 140 pounds, can barely go up the steps
to the infirmary, doesn't know if he can pull through this it or not and is
very sick. Has a huge intestinal boil     hanging on the
outside, it feels like his insides are hanging out.  Predizone started
but, No Hippa            form
on file. Dr. Feinerman now says it is up to Dr. Thomas in ....St.
Louis.... how often he gets the Ramicade infusion, but he
has not had the first shot yet. Bill says his medical records state that he
needs the Ramicade every two months.



      March 27
- ..5:15pm.. - Call to Bill Blacks
office and left a message telling what was going on and to please call back as
soon as possible.



      March 30
- Phone calls all morning to Menard, Prisoner Review Board, Prisoner Advocate
people,     everyone will look
into it.

.. ..

      March 31 - ..9:40am.. -
Called Menard Heath Services but they can't find his records and they will have
to call me back.



                        ..9:45am.. - Called ....Kenneth..
..Hall.. ..Regional.. ..Hospital....
in ....East St. Louis.... and asked to
speak with Dr. Leyland Thomas, Gastroenterologist.  My call was sent to a
Department that treats the prisoners that are sent to the hospital from
Menard.  I asked about the Ramicade for William Buhrmester my son.  I
was told any information they could give me had to be OK'd through Menard.

                      

                     
..10:40am..
- Menard Health Care nurse called back and informed me that Bill's medical
records were on Dr. Feinermans desk but there was still no Hippa form and she
could only let me know that appointments for Bill were being set up and that
was all she could tell me.



                     
..1:20pm..
- Bill Blacks secretary called me and they had called the Illinois Department
of Corrections, and Menards.  They will look into it but can not give any
information without a Hippa form.  I am reassured by Bill Blacks office
that appointments have been set up.



      April ..2 - 12:15pm..
- Phone call is received that William has passed away and we must claim the
body today or the body will be disposed of.



                      ..12:30pm.. - Bill Blacks
office is informed of what has happened and I am assured that Bill Black would
look into what has happened.



                       ..1:30pm.. - Ryan
Anderson is called by family to pick up William.



                        ..2:30pm.. - Ryan
calls us and informs us the body has already been embalmed and that an
autopsy will be performed at ..9:30 am..
on Friday.



                        ..3:00pm..
- Our last letter from Billy is received Dated March 29th. It reads as follows.

Still the same, now they dropped my Asawl from 4 tablets by mouth 3 times a
day, to 1 tablet by mouth 1 time a day.  I don't know what to do anymore.
I still haven't got the Ramicade.  I did sit up    just a little
bit ago and filed an emergency grievance on the Ramicade and the change in
medicine.          Dad, I hurt so bad
I'll write later. Jackie Miller should have my grievance soon.  Talk to
her and if           you can pull
any other strings, pull them. I'm back, I still haven't ate much at all, piece
of

cheese, and some peaches is all I can think of. Dad, I'm scared again, my
health is straight trash.  I can

barely help myself.  When we go to the showers on Friday there is two of
us in there and we get

about 15 minutes a piece.  I couldn't stand the whole time.  I'm
weak. Dad I have nothing new to say.  I'm going to lay down.  I love

What a senseless tragedy.  If you don't mind, I sent it to Ted Pearson of the NAARPR and Bill Ryan.  Ted is heading up a campaign on medical neglect.  He may contact those listed, so you may want to let them know.

I'm just completely and thoroughly disgusted, I don't know what else to say.

Yes, another senseless death in the IDOC.  I am just sitting here trying to understand WHY and would like to send my sincere sympathy to his family!

What a terrible thing to happen to his family.  My thoughts and prayers go out to them.  It is these type of tragedies that make you so scared for your LO's.

And IDOC gets upset when family members inquire as to the well being of the inmate. I have said it before and will say it again, health care in prisons is all about saving dollars. From reading this post, it is EXACTLY the way things happened when my cellie at East Moline died of pancreatic cancer. They do not, nor will they ever, have the best interests of any inmate in mind when treating them.

If I were you, I would COPY all pertinent information and send it registered to Governor Quinn's office, then file a complaint with the Illinois Department of Professional Regulation. I would then send copies to the media. After a story is aired or printed, I bet you will get some response then. DOC and Wexford cannot be allowed to operate in this manner anymore. Make them be accountable for their actions and misactions!

I went through a flood of emotions reading what happened to this man.

I agree with getting the media involved - something like this needs to be exposed. Hey Illinois has already been in the news, here's something else. Media exposure should get the ball rolling. It won't right a wrong from the past but perhaps it can help to write and facilitate justice.

My heartfelt sympathy goes out to the family and friends.

I am SO, SO horrified (although, sadly, I am not surprised) by this heartbreaking account of Bill's lack of humane medical treatment, and I am crying right now thinking of your anguish. Please know my heart is with you as you grieve. And PLEASE, PLEASE contact me via PM if there's ANYTHING I can do to help. My LO is in Menard, he has significant health issues, & this is one of my many fears. But I dont just want to help MY loved one. I want to try to help ALL inmates. I am sending Bill's whole family & all his friends loving, healing energy. I will be contacting my State Rep., Lou Lang, and Gov. Quinn re: this senseless loss of Bill. This is just a heartbreaking story.   I absolutely agree get this out to the media, to anyone who will listen.   If changes arent forced on IDOC who knows how many of these stories we will be reading.

I dont care if they are criminals.   These guys are still human beings and deserve, have the constituational right to basic medical care.   If a Doctor prescribes meds.  Who is IDOC to withhould them for any reason.

I can not really say exactly which emotion I feel most strongly after reading this? Unbelief, disgust, anger, sorrow, grief, fear? But this is very, very upsetting news. I cannot believe how evil and hateful and malicious the actions of the IDOC have been in regards to William or his family. Those responsible should be charged with some form of manslaughter. I definitely agree that the media should be contacted immediately. Action must be taken against those who would do such a thing. And to the family I send my most sincere prayers and sympathy.

My prayers and thoughts go out to this family for this senseless death.  I would make this public knowledge by media presentation and make IDOC accountable for their actions.  Put them in the spotlight for their wrongdoing.  I would file a lawsuit against IDOC and everyone involved who refused to get the proper treatment.  I would sue each and every one of them including the director all the way down to the bottom.  I hope this family can find some peace at some point and remember him for what he was in their hearts.  God Bless

This isn't a rare occurence...this goes on every day in the IDOC.....ever since the State decided to turn it's medical care over to outside contractors who are in the business of making MONEY...not dispensing medical treatment....they run their budgets very tightly so as to reap larger profits and the inmates suffer.  Then they cover-up their miserable care with lies and threats to the inmates...and retaliation.  It goes on every day at most of the facilities...

What kind of doctors do you think the IDOC hires?  They hire the rejects that can't work anywhere else...or those with complaints against them...they are inept at best....they don't give a sh*t about the patients...they are just inmates...

My son takes Ramacade injections for Crohn's disease...it's extremely expensive but it's a new miracle drug that is probably the only thing that's effective for diseased colons....this fellow may have had Crohn's disease and it was improperly diagnosed like my son's was in the beginning....I doubt they spent the money for a colonoscopy like they should have...

Every treatment and every medication is decided upon by cost...the IDOC doesn't use state of the art medications...they use old, ineffective medications because they are cheap...yet they can still cover their asses by saying they are giving medication....

Asacol is another extremely important oral medication for those with colon diseases....one pill once a day would do nothing for someone with serious problems.  My son takes three pills three times a day...just to be able to help digest his meals...

This whole thing is absolutely outrageous and inexcusable...they had to see him dying before their eyes....what kind of oath do these quack IDOC doctors subscribe to?  They ought to be reported to the licensing agency at least and maybe brought up on charges...

This inmate must've been incarcerated on very minor charges if he was in Robinson...then he's sent to a maximum prison, Menard, for what?  Retaliation?  

This is exactly the type of inmate that should have been sent home on electronic monitoring...so he could get the treatment he needed, coordinated by his family that loved and cared about his welfare....unlike the  greedy bastards that are manning these substandard medical units in our substandard prisons....

I'm so p**ssed I could spit nails....

Supposedly Roger Walker is ill himself...someone oughta force that fat bastard to go to this fellow's funeral...it's sickening.....I'll bet Walker is getting the best damned care that our tax dollars can buy for him.....and probably lining his own pockets with illegal kick backs from the medical contracts...

This is getting moved to a public board so the public that comes here to read can see the results of the IDOC's rotten medical staffs....

This story should be emailed to every state representative, anyone holding an office, all prison advocates etc. and maybe someone with any authority will step up and stop the insufficient care at IDOC thats not even suitable for a lab rat.

i am soooo outraged and sad and upset right now i dont know what to say. this is what i expect of idoc as horrible as this sounds. they are out to house our inmates like animals treat them as such and really dont offer the proper treatment that they need for recidivism. this is just soooo scary that this happens everyday.

this same type of scenario happened to my husband at bmrcc. he was experiencing horrible abdominal pains, diarrhea and nausea. he was put in a outside hospital for one day then sent back to the prison with the doctor at the hospital telling my husband upon discharge that he does not know what is wrong with him and that he needs to go back to prison. even the guard that was manning my husband that night can vouge for his horrible and rude behaviors. he never got a colonoscopy that he needs or anything. they gave him morphine injections while he was at the hospital to mask the pain. he is still as of this day having bowel and stomach issues.

this situation horrifies me to death. my husband has put in numerous slips to the doctor/nurses at the prison and all of them were unanswered until he asked to go to emergency care. one nurse at the prison wanted to send him to er right then and the other one said no way.

i worry about him every minute of every day. his symptoms sound wholeheartedly like crohns disease. i do know it is inherited and my mother in law also has it. it can be deadly and it is uncurable only treatable upon flare ups.

my sincere from the bottom of my heart sympathy goes out to his family and friends. this is just so horrible and unnecessary for him to die this way. i hope justice takes care of these people and each and everyone of them that were involved lose their medical licenses and charges are pressed against them. i hope they suffer just as he had to because of their ignorance. media should be involved and i support that 100%. i am very sorry to all of his loved ones and i know god will put his loving arms around you all and comfort you in this time of need.

i am sorry and i wish you the best of luck in making these bastards pay for what they did

Klisa, I'd like the information where you obtained this letter and how the father may be reached...?  And with some further information from him I think we'll send out a mass emailing to all IPT members and ask everyone to contact the governor regarding the senseless deaths of inmates because of medical quackery....

My heart is hurting so bad right now with this and my husband's call earlier he's in so much pain, because he hurt his back.  I have NEVER heard him like this, I know this is nothing compared to this case, but I am just very emotional right now.

I think we all are Favored.  When someone enters prison they are a ward of the state...and the state has an obligation to take care of them....regardless of what the cost...or the inconvenience to the state...and they aren't fulfilling their constitutional requirements. 

I have sent an email to the family members about William's story...I'm waiting for a reply and we will then go forward with a phone calling campaign to the Governor's office, next week.  When we flood the switchboard at state offices we have a tendency to get our message across better than emails that are ignored.  This could be anyone of our loved ones...we need to act collectively and make enough noise to be heard.

My heart breaks for this father and sister of William's....this was so unnecessary...and so brutal...I think we should demand an investigation also...

This sickening that just goes to show how bad they treat inmates like they r not human but, u best believe if it was one of there own in there they would make sure they got the best care in the world I would call the news on this!
