The following inmate population totals (2009) are from the IDOC website. 

For those of you who are always wondering why it takes so long for your LO to get into work release, just take a look at the totals of those ATC's at the bottom of this list, the limited amount of beds they have and the hundred's of inmates wanting to go,  and these totals are even higher now in 2011, as each year that goes by, the population is growing!!!

That's nuts!  They are really going to have to put something in place to ease this overcrowding.  It's hard enough to be in prison, but with these levels of inmates, it's got to be causing so many problems.  Not just the obvious ones...  Just the fact that there are so many people and the noise...  These poor guys have got to be driving each other just crazy, probably not even on purpose.  The tension level in these prisons has got to be pretty high.  Small, trivial things can escalate into huge problems.  The higher ups have really got to get their heads out of the sand and come up with a solution for this.  I can't believe that they've done nothing for so long...  Sacrificing human well being to save political careers!  It makes no sense to me.
