another thing to watch is if the envelope is to thick they will charge you more. I had folded my letters smaller cause the mail room was cutting them off then it was makin the envelope to think and required additional postage.

My son had several pieces of mail returned to sender.  The letters had the correct amount of postage, no stickers attached, correct inmate number.  I called the facility and talked to both the counselor and the person in the mailroom.  What I was told is if the envelop had been opened and taped shut, then returned, there was a problem with the mail itself.  If on the other hand, there was either a stamp or yellow sticker on the envelop and it had not been opened, then the problem was with the USPS.  I took the letters I sent back to the USPS and asked for an explanation about why these were returned.  They said that there was not enough postage however, as I pointed out, there were postage stamps that were put on by the USPS not me.  I believe that once in a while, you get a USPS carrier that takes it upon themselves to edit mail going to prisons.  I can't think of another reason.  One of life's great mysteries I suppose.
