We are all very confused.  Our son just got his rulings from the PRB.    Our son is up for parole on 11/27/11.  He participated in  a Drug/Alcohol Program, receiving a certificate showing participation from January 11, 2011 - April 10, 2011.  It is signed by Ginger Murray, M.S. ED, CACD, Substance Abuse Program Administrator.  He took this program voluntarily.  There were two stipulations for his parole:
1.  Due to self admitted drug usage, he must enroll in a anger-substance counseling program
2.  He must be on EHM for 120 days.

Our questions are:
1.  There does not appear to be any record of his participating and completing the Drug/Alcohol program at Dixon.  How do we get this on the record and get this stipulation removed?  Personally I am not opposed to this stipulation but want the record corrected.
2.  Why would he have to be on EHM when he's on parole?  Does this mean he might be getting out early so they are putting him on a monitor until his original parole date?
3.  Would it be advisable to contact both his counselor at Dixon as well as the District Director in Springfield for clarification?

I can tell you from experience that many inmates are required to go to these anger/substance programs upon release.  Depending on his evaluation at the beginning of these programs, it will determine how many of these sessions they will be required to take. 

I would definitely call Dixon and ask why he may have to repeat the substance abuse part of this, the anger management is a whole separate program, it won't hurt to ask about that too, just for clarification.

Also, the EHM is something that is required of many inmates, nothing out of the ordinary, it's all up to the PRB and no it doesn't mean he will be getting out early, but if he complies to all his parole rules, he may actually only have to do 1/2 of his parole time.  They do this often for inmates that comply to all the rules while on parole.
