An inmate can call a cell phone with an account with Consolidated, but cannot call a prepaid cell phone.  The user must have a monthly contract with a server.

If you have a prepaid phone with AT&T or Tmobile or Cricket or something like that its fine, from experience you don't have to have a cell phone contract.  As long as you have a seperate pre-pay account set up with Consolidated.

call 1800-235-4416
by 5 pm and let them know you want to set up an account prepaid. They may tell you to wait for the inmate list to be approved. If they do just politely ask to set it up anyways, you know he will call.
you will need a credit card. I believe there is a way to pay western union but I do not know for sure. But if you don't have a credit car you can get one from walmart or 7-11 and they are prepaid reusable one.

I have boost service and have no problems getting calls, you call Consolidated and they'll get it set it up for you. They ask you if want to use a credit/debit or pay at Western/money gram. Ive used Western union to add $ to put $ on it because they charge me $3.00 compared to money grams$ 7.95 quick collect. It takes about 2 hrs to post.
