Seg and "C" Grade: Are they allowed one monthly phone call?

Good Evening,
 
 My friend was in Seg recently for 6 months and was allowed one 30 minute phone call monthly, well my L/O just received "C" grade for three months. One of the restrictions was no phone calls... will he get the same monthly 30 minute phone call or no?

As far as I know there are no phone calls.  Maybe he got lucky but most aren't allowed any calls.

When my l/o was on c grade there was No phone calls until the 30 days was up..
