Stateville Speaks Newspaper Censored:

Corrections Ignores Law




The Illinois Department of Corrections (IDOC) censored the prison newspaper, Stateville Speaks, and is ignoring an earlier court decision that outlined clear guidelines for distribution of the newspaper.

In June 2008, Stateville Speaks mailed about 2,000 copies to Illinois prisoners and about 500 copies to persons not in prison. The people not in prison have received copies. Prisoners have not.

Attempts to contact IDOC officials for an explanation by attorneys and Bill Ryan have failed. Ryan has received written documentation from prisoners in seven different prisons stating that the April issue was not delivered to them.
In 2004, the IDOC censored the first issue of Stateville Speaks and when no explanation was received from IDOC, despite many requests, Ryan sued Director Walker in Federal Court (see Ryan v Walker). This suit was settled by Ryan and the IDOC with both sides signing a settlement that in the future when a publication was not delivered to prisoners, the IDOC would provide notification within 30 days of receiving the publication. To this date, no notification has been received by either the publisher, Cynthia Kobel, or the editor, Bill Ryan.

Ryan says, "It is unfortunate but once again the Federal Courts will be asked to resolve this issue. It is clear the IDOC for whatever reason did not deliver the April 2008 issue and it is clear that notification as required by the lawsuit has not been received. Once again taxpayers will have to pay to defend the unwarranted actions of IDOC."
Stateville Speaks was founded in 2004 by Ryan and is supported by private donations. The purpose of Stateville Speaks is to provide an opportunity for prisoners to express themselves and to advocate for positive change in the prison environment and criminal justice system.

I wonder who gave the order to intercept all these mailings.  SS doesn't just go to Stateville...but to prisons statewide.  This had to be a concerted effort to stop all the deliveries.  First of all it's censorship and it's also interfering with the US Mails.  I hope the federal courts nail IDOC.  They did this once before and SS won....the IDOC needs to pay punitive damages this time....

And besides doing something this underhanded you'd think that whatever idiot gave the order would have the kahunas to send a letter to Bill and tell him WHY SS is being censored.

My lo in Menard asked me on the phone for a passer by why they haven't got them yet! If IDOC had any stones they would tell the convicts the truth - they are censoring their mail. Walker is nothing but a scared little girl. There. I said it now what cha gonna do!

What can we do to help Mr. Ryan in this dilema? I dont know if anyone can answer this but I just wanted to help some how our lo surely enjoy the SS..

It was only the one issue that was censored and blocked from being delivered.  The most recent issue should have made it into all the prisons.  Bill Ryan does have lawyers that represent him in these matters with the DOC.

As far as I know my H. hasn't been receiving a copy. I will ask him again. And I also thought that they had only pulled the one issue. What are they afraid of? They must know what they are doing is wrong.

In the past I had printed copies and mailed them to a few inmates. Is the most recent copy available online?
