District 3 oversees Danville Correctional Center, Jacksonville Correctional Center, Pittsfield Work Camp, Logan Correctional Center, Springfield Work Camp, Pontiac Correctional Center, Pontiac MSU, Western Illinois Correctional Center, Clayton Work Camp, Decatur ATC and all parolees within the district.

Rick Orr was named Deputy Director of District 3 April 1, 2003. Orr previously served as a deputy sheriff for the Pike County Sheriff's Department for 25 years before being named jail administrator for the Pike County Jail in 1999. There he oversaw administrative needs as well as staffing, scheduling and jail needs.He served in that position until he joined DOC.Orr has also served as vice president of Farm Credit Bank of St. Louis and bank president of First National Bank in Pleasant Hill. At First National Bank, he served as chief executive officer and lead loan officer while supervising the retail end of the banking industry. He earned a bachelor's degree from Quincy College in 1980.
