Visitors to any correctional facility will be required to produce photo identification and verification of date of birth. Please be sure to bring 2 forms of identification with you; these would include a current photo ID such as a driver’s license, a state ID card, government ID card, military ID/driver’s license, or acceptable documentation of non-U.S. citizenship including a current Passport, or Visa, documentation must contain the visitor’s date of birth. Expired forms of identification will not be accepted. Visitors will also be required to provide vehicle information and other pertinent data, such as government identification, official credentials, attorney registration, and or law student certification.
 
General Population:
 Weekdays, weekends and holidays - 9:00 a.m. to 8:00 p.m.
 No visitor is allowed entrance after 6:30 p.m. due to processing time. There will be a five (5) hour time limit on weekday visits.
 
Segregation:
 Weekdays - 10:00 a.m. to 2:00 p.m.
No visitor is allowed entrance after 1:00 p.m. due to processing time. There will be a one (1) hour time limit on visits.
 
Segregation visits on weekends and holiday must have prior approval from the Chief Administrative Officer or designee.

Facility Information

The mission of the Decatur Correctional Center includes providing a continuum of programs and services to help female offenders reestablish and strengthen their relationships with their children and enhance their ability to grow within the family structure. The facility offers female offenders a variety of programs aimed at achieving these goals that also address the diverse needs of the offenders, including medical, social, psychological and educational needs.  All programs are intended to equip the female offender for a successful reintegration back into the community.

On Jan. 24, 2000, the Decatur Correctional Center received its first female offenders. The facility is a minimum security female facility with eight dormitory style-housing units.

I visited Decatur for the first time yesterday.

Your car is not checked in the parking lot.

Once inside, free lockers. Photo ID and SS card got me in. Very light shakedown in a private room. Officers were polite and decent.

Visit lasted five hours. They didn't terminate it, we did. The baby needed a nap, and we had a 2 1/2 hour ride home.

Visiting room bright and clean. Big area (carpeted) for kids to play, and a decent number of toys (although they were old, and we washed a few before we gave them to the baby). Good food in the vending machines.

Yes, my sister was in Decatur for a short while last year. She says it's pretty decent as far as prisons go.

I forgot a few things...

- vending cards cost $1, and you can put up to $30 on them. You must take them with you, but you can recharge and use on your next visit. The vending machine food was surprisingly good.

- you can bring the prisoner a couple of magazines. Name and inmate number must be written on the cover (we used dark marker).

- for the baby, three diapers (they make you use one of these during the shakedown), one baby bottle, one jar of food, unopened. You must bring a tupperware container to transfer the baby food to if the jar is glass.

I also found out yesterday that their air conditioning does not work, and is not due to be fixed until late June/July. They do sell fans for about $20, but my daughter was big on my mind yesterday in that heat.

IDOC to implement Moms and Babies Program at Decatur Correctional Center

Program to help strengthen family structure and enhance successful reentry back to the community

SPRINGFIELD – March 6, 2007 - The Illinois Department of Corrections Women and Family Services Division is implementing a Moms and Babies Program at Decatur Correctional Center that will allow qualified mothers who will be leaving the prison in a specific period of time to keep their newborn babies with them. The program supports the incarcerated mother in developing and nurturing a bond with her infant through effective programming and a safe and supportive living environment. The program also affords the opportunity to build a sound foundation for a strong family structure to continue upon release.

“The Illinois Department of Corrections is dedicated to the successful reentry of inmates into society through its prison-based treatment programming and reentry management,” said IDOC Director Roger E. Walker Jr. “The programs under Women and Family Services are designed to address the unique medical, social, psychological and education needs of the committed female offender. The division also serves the needs of the female offender by the development of special programs, such as the Moms and Babies Program which recognizes, supports and maintains her parental role and responsibilities.”

The Moms and Babies Program will operate as a pilot program to accommodate five mothers and their babies. The long-range goal is to accommodate up to 20 mothers and babies. The Moms and Babies Program continues to be in the forefront of gender-responsive programming by providing opportunity for the incarcerated mother and her newborn to bond in a setting that nurtures physical and emotional health. Such programming helps to reduce recidivism and the chances of children someday continuing the cycle of incarceration.

According to a study by the National Resource Center for Foster Care and Permanency Planning at the Hunter College School of Social Work dated May 2004, numerous studies show early attachment patterns to be predictive of social behaviors. Keeping incarcerated mothers and their babies together can work preemptively against future psychosocial problems for the child and their associated burdens on the state. It can also motivate the mothers to better themselves, both in prison and in their lives beyond it.

“The Moms and Babies Program will provide a holistic approach for the female offender and her newborn and the opportunity for the offender to increase her personal and parental growth and development,” said Deputy Director Debbie Denning of Women and Family Services. “This program is designed to emulate the dynamics consistent with an indigent, single, expecting mother in the community while ensuring proper protocol is followed for a correctional environment.”

Selected candidates with a release date projected to be within about 24 months of their delivery date will be screened for the program. Delivery will take place at a local hospital and prenatal and postnatal education provided. The incarcerated mothers and their babies will have their own room in the correctional facility to accommodate the needs of the mother and baby. The Moms and Babies wing is capable of holding up to 20 incarcerated mothers and their children. The program also will have a specially designed Infant Development Center to provide daycare for infants while their incarcerated mothers attend programming classes and report for job assignments within the prison.

The Women and Family Services Division promotes a variety of programs to strengthen and reinforce the bonding between mothers and their children. Children and families play an important role in the management of offenders in custodial settings. All facilities within the Women and Family Services Division offer parenting programs. At the Decatur, Dwight, Lincoln and Fox Valley facilities, family activities range from day camps, video visiting, storybook and summer read programs as well as holiday activities for mothers and children.

I have been to Decatur.  I am sure some things have changed over the years but I can tell you what we had when I was there to give you a starting point.  They offered GED classes, a janitorial maintenance certificate class, math classes, culinary classes and a type of computer programming class. The horticulture classes were not going on when I was there but may have brought them back.  They  offer low security inmates work release or OPD (outer perimiter duty) where they leave Decatur and go to Springfield to clean offices.  They have a mother/baby unit where pregnant mothers can raise thier child while in prison ( but there are qualifications for that) they also have a program for mothers to live in that unit if they have outside relatives that will bring thier children to the facility at least 2 weekends a month and the children stay.  When the children are there those inmates eat thier meals on the unit with the children.  They have a drug unit that you can get good time credit for the contracts you complete.  They have a program where the inmate can read books to thier children and have them video taped and mailed to the child.  They have a theatre for movies, a gym, beauty shop, and a library.  They also have a dog grooming program.  They also have industries where women can work but there are guidelines for that also. They offer a womens closet that inmates can use to take home clothes if they have none.  Inmates will work somewhere in the facility such as the kitchen, laundry, commissary, unit porter, etc. plus they have daily duties on the unit as assigned by the officer.  If you have a medical condition you may not hold a regular job but may be assigned to something easy on the unit.  Every morning they do compliance checks which those change so they may have added other retrictions on to the list we used to have to follow.  Each wing has a yard in the back that is open certain times of the day.  They do several head counts throughout the day and night.  There are washers and dryers on the unit for the girls to do thier laundry.  Some guards are okay and some are on a power trip.  Each wing has thier own day to shop at commissary which is a pain in the a@#@#$$% sometimes.  At x-mas time they are allowed to fix up thier wings and they hold contests for that.  Churches bring alot of things in around the holidays and once they are inspected they hand them out to the inmates.  I had no problems there because I kept to myself, did what I had to do and came home to my family.  Thats all I can think of at this time but if you have any specific questions you can always PM me and I will answer the best I can.  I hope this information helps you understand how Decatur Corr. I am very glad for the information I am very worried about my daughter she is like two people sometimes she is like she was as a child and had the ability to get along with everybody that she can be in a crashed plane in a remote location and just join the with the primitive people she finds there but there is also another part that was brought about by rough treatment and drug use.

You wouldn't believe what she went through in school she was emotionally, and physically abused she was even raped on a school bus then blamed for it so she can sometimes have anger issues.  She should be on antidepressants but I don't know if they will perscribe them for her.  She took them when she was in the county jail but quit as soon as she came home.  She started using from the day she got out.  They recommended that is TASC and her social worker that she get mental probation but the judge just sent her to prison.  She has a history of mental problems and she is collecting social security because of it but she won't admit that she has a problem so there she is in prison too far to visit every week like I did at county.

Why does the legal system let people who can't think clearly to decide their own futures she just pleads guilty she thought she was going away for just a few months but it will be about ten and if she is not forced to get help with her mental illness it will be back for years a spiriling situation that may never end.

I went through this with my brother in law.  It is hard sometimes to prove someone incompitent.  He had no judgemnt when he was on his meds but when he stopeed taking them and started using drugs he was a mess.  Alton Mental Health would hold him for the 90 days they could but because he was in his meds in there he was fine and they always had to let him go.  I went to the SS office and an advocate in Springfield.  I finally  had to file a motion in my local court ver batim and assume the cost.  The court requires that the person have his/her own attorney and the one who files is responsible for the cost.  I didnt get the order of incompitance but I did get an order for mandated medicine treatment.  If he goes off his meds he is ordered back to Alton Mental Health without the option of signing himself out and must stay the full 90 days as the law allows.  He now gets a shot every 3 weeks instead of taking pills and he is more manageable.  We take him to get the shot and he has no choice.  In Illinois it isnt against the law to be crazy.  The only reason I think I was able to get the order I did is because for years now he has been in and out of jail and the county jail and IDOC is tired of fooling with him and tired of the exspense of caring for him when he is in jail.  It was about a 2 year process.
