Can anyone from another state sign?

I have family from different States that my son calls, can they sign? Just want to make sure before telling them yes.

Absolutely ielene...anyone who receives phone calls from Illinois inmates may sign this petiton...including those in the UK and other countries that are hoping to have the rules changed to allow calls outside the United States.
